European counterterrorism officials say they have intelligence that strongly suggests that a team of Islamic extremists is planning a Mumbai-style shooting spree in a European city center—but they have no idea which one. Drone attacks in Pakistan earlier this week were aimed at foiling the plot, but US officials believe operatives from Pakistan's tribal region have already been smuggled into Europe.

Officials fear the attack will involve an assault against crowds of people in an urban area, causing many casualties. The intelligence is so broad, "we can't do anything with it," a European official tells the Wall Street Journal, but the threat is so great "we have to pull out all the stops to prevent an attack." CIA director Leon Panetta met with Pakistani officials in Islamabad yesterday to discuss issues including the European plot. (Read more terrorist stories.)
