Eddie Lucio's Senate Bill 42 would require women to take a free, three-hour "adoption education course" before being cleared to get an abortion, the San Antonio Express-News reports. The course could be taken in person or online, and the woman would have to show her doctor a certificate of completion. Lucio was the only Democrat to vote for Texas' sweeping abortion restrictions.
