Once again, Sandra Bullock is surprising the world via an exclusive People cover story. This time, it's a new daughter Bullock has revealed: Laila, a 3-year-old from Louisiana that Bullock adopted via the foster care system. "I can tell you absolutely, the exact right children came to me at the exact right time," says Bullock, whose son, Louis, is 5. She adds that the adoption journey began three years ago and was sort of Louis' idea. One night he told a family friend, "I'm gonna have a baby soon. I don't know its name yet, but it's coming," Bullock says. The two siblings are already bonded, she adds: "When I look at Laila, there's no doubt in my mind that she was supposed to be here."

Bullock tells People she fostered Laila before adopting her, and at one point before the adoption was finalized, they had to visit the emergency room—where a photographer got a picture of them and started shopping it around to media outlets. "I had promised and legally agreed to protect her from something like this, and here I was chasing down lawyers—having them begging them to keep her safe," Bullock says. "Most foster children are in foster care because they were taken from their birth homes under tragic circumstances—and the last thing I wanted was to bring more harm to her because of the nature of my job."
