Negotiators were optimistic they're close to forging an agreement as early as tomorrow on a deadline for North Korea to permanently close down its nuclear facilities and reveal details of its nuclear weapons program, Reuters reports. The deadline could be as soon as the end of the year. The North Koreans have already closed five nuclear installations.

A breakthrough in talks among the U.S., North and South Korea, Japan, Russia and China came in February when North Korea agreed to roll back its nuclear program in return for oil. "There is consensus among the six as to a target time frame for completing the tasks," said chief US envoy Christopher Hill. (More International Atomic Energy Agency stories.)
