Clueless California parole agents actually spoke to kidnap victim Jaycee Dugard while she was still captive as they were checking up on sex offender Phillip Garrido, but failed to take any action to help her, according to a newly released state report. "Agents saw and spoke to Ms. Dugard and her eldest daughter"—fathered by Garrido—"but failed to investigate their identities or their relationship to Garrido," the report said. The agents met Dugard at Garrido's California home in Antioch during an official visit last year, the Los Angeles Times reports.
Garrido was supervised by parole agents for 10 years beginning in 1999. Dugard was snatched on her way to school at the age of 11 in 1991 and held captive by Garrido until she was freed by police in the backyard of his home last year. The agents' stunning failure to identify and help Dugard was apparently one reason the state last week agreed to pay Dugard and her family a $20 million settlement.
