The defection of Libyan Foreign Minister Moussa Koussa to Britain may not spell the end of his trouble: Scottish prosecutors want to interview him to determine whether he played a role in the 1988 bombing of Pam Am Flight 103 over Lockerbie, reports the Wall Street Journal. British officials, meanwhile, say they haven't offered him immunity.

Koussa—who had been one of Moammar Gadhafi's key henchmen for decades—has never been indicted in the bombing, but opposition leaders have long maintained that he helped plan it. If he dodges the Scottish inquiry, another looms. Libyan rebels want him returned to the country once Gadhafi falls so he can be charged with murder and crimes against humanity, notes the Guardian.
