Newt updates his plan for 21st century

Newt Gingrich gained fame in the 1990s with his original Contract With America, and now he hopes to re-energize his humdrum poll numbers with a retooled version for the 21st century. Gingrich will unveil his new contract today, and the Des Moines Register says it mirrors the original with its themes of small government and low taxes. One catch: He says it's so visionary in scope that he'd probably need eight years in the White House to implement all of it.

  • Income taxes: People could either opt for a flat tax or stick with the current system.
  • Health care: He'd repeal ObamaCare and have no mandates. Instead, Americans would get a "generous tax credit or the ability to deduct the value of their health insurance up to a certain point," he writes.
  • Medicare: Seniors could use their own health care provider instead, but get government help with the premiums.
  • Social Security: He wants personal savings account options for younger Americans.
  • Jobless benefits: Training would be required for extensions.
