International financial sanctions and an arms embargo on North Korea haven't stopped the Hermit Kingdom's nuclear arms program—but they have delayed it significantly, says a new UN report. The report, penned by a panel of experts for the UN Security Council, also recommends blacklisting a number of North Korean entities, such as the State Space Development Bureau, and several individuals, including some non-North Koreans who have been involved in arms deals, Reuters reports.

As Reuters notes, the report comes as the US attempts to convince China to increase and adhere to economic sanctions against North Korea. The top US envoy on North Korea is in Beijing for meetings today and says that the country intends to continue its sanctions against Pyongyang, the AP reports. But Radio Free Asia claims news on the ground in North Korea suggests otherwise: "Trade between North Korea and China is very much active," said a North Korean farmer from Yanggang province. "They have even built a new customs house in Yanggang's Samjiyon district." (More North Korea stories.)
