It's never a bad time to win the lottery, but a Virginia woman's lucky ticket arrived at an especially good moment. Carrie Walls' scratch-off ticket won $100,000 and an SUV in a state contest, and Walls' husband just happens to be one of the federal employees who has been furloughed without pay during the government shutdown, reports USA Today.
