Two men believed to have been planning a terrorist attack on New York City were arrested last night. The arrests were made by the NYPD's Intelligence Division after the FBI-NYPD Joint Terrorism Task Force chose not to become involved with the case, officials say. The Times notes that one official told the FBI it was not a terrorism case. (More New York City stories.)
